'Candy game'
The legal representative, prosecuting, detailed Ruben's offending to the court.
She stated his those affected were disadvantaged youngsters who were staying at a youth camp which he operated.
The defendant conducted a "treat game" with the minors, the prosecutor explained, in which he would access the children's bedrooms when they were settling down and request they to ingest treats "rapidly".
She informed the proceedings the man had conducted this practice with the children "repeatedly", and youngsters had previously fallen ill the next day.
She explained Ruben had been able to explain this over a long period as the youngsters being "overexcited from fun", until his family member had concerns in July 2025.
Mrs Prior KC continued: "This year his family member had suspicions about the situation, justifiably.
"They decided to have a look in the individual's items."
The prosecutor said items including lubricant, petroleum jelly and injection devices were located, and his stepson alerted the law enforcement about his concerns.
She explained the man proceeded to engage in the "treat game" with six children that time - July 26th - and they were all sick the subsequent day.
"The police had not gone out by that point," she continued.
The oversight body, the investigative body, previously told that it was investigating the police response of the situation.
Mrs Prior said the youngsters were unable to walk properly due to being ill, so the family member contacted the law enforcement a second time.
She explained the man then engaged in the "candy game" in a room of five children.
